aspects available so far

Document control

► Elaboration of document control system (in collaboration with Developer
and Client)
► Implementation and Development of documentation control system
during project realization period

Organizing and managing design services provided by the General

Designer, technical consultants and systems engineers
► Elaboration of approved by Client Design Brief (including preliminary
design concept and required technical conditions) for design
documentation elaboration
► Finalization of General Designer’s scope of services and schedule of
deliverables (to be included into General Designer’s contract)
► As the Client’s representative negotiations of terms and conditions of the
agreement for design development with the General Designer or other
agreements with specialists if required
► Arranging for and managing of specialists and consultants (engineering
surveyor, investigations, fire consultants, etc.)
► Arranging and managing elaboration of any required special technical
conditions
► Preparing and submission of initial data to General Designer

Sustainability advisory

Management of environmental issues:
► Gap analysis of environmental issues
► Managing certification procedures for obtaining of international green
building certifications: LEED, BREEAM, Estidama
► Recommendations for green solutions in respect to LEED, BREEAM,
standards requirements
► Coordination of life cycle analysis elaboration, advisory on sustainable
measures
► Advisory on additional required environmental expertise for the project
► Management and control of environmental measures implementation
► Cost assessment for environmental measures implementation
► Life cycle cost analysis

Control of municipal and federal approval obtaining

► Control of all the required federal and municipal approvals obtaining at
all stages of the project
► Check of availability of all required licenses and certifications in
accordance to Project requirements
► Coordination of communication with Authorities in order to obtain
necessary approvals in time and start construction works as soon as
possible
Design approvals
► Organization of approvals for design documentation (pre-construction
stage)
► Implementation of procedures described within Project Control
Management Plan (developed by PMCM consultant, approved by
Client)
► Organization of additional specialists and consulting services which
might be required for approval of design documentation
► Arrangement of additional surveys, investigations and studies if
necessary
► Completeness check of scheme design for compliance with technical
brief (before scheme design submittal to Authorities for approvals)

Schedule management

► Management, monitoring and controlling of the Project works in respect
to the Project Schedules; in order to achieve in-time completion within
Budget and at the required level of quality
► Development of initial Project schedule at early Project stage (Master
schedule for all sub-schedules following) that integrates Design,
Procurement and Construction of the Project. Once approved by the
Client, the initial Project schedule is the basis for monitoring the progress
of design, procurement and construction activities. The initial Project
schedule is updated on monthly basis, with actual data comparison
against the baseline.
► During procurement, the initial Project schedule will be used for defining
of interim milestones and the overall construction period. The Initial
Project schedule will be used as the tool for the assessment of tender
proposals received from bidders. The PMCM consultant will perform
control of implementation by monitoring elements of the initial Project
schedule and periodic progress reports provided by the Client.”Schedule management

► Expense analysis during design stage, and at design stage completion
► Control of expenses and control results reporting at construction
preparation stage, as described in Project Controls Management Plan
► Preparing of cost estimations, if necessary
► Elaboration of cost and progress reports

Planning, organizing, implementing, monitoring and documenting of a
system of policies and procedures necessary for project quality
coordination of resources and works

PMCP consultant implementation of procedures described in Project Control
Management Plan approved by the Client:
► Insert quality requirements of design and construction works of the project
into Client’s Technical Brief
► Elaboration of design documentation formats and submission
requirements, including numbering, registration and use of IT systems
► Elaboration of Contractor pre-qualification criteria
► Analysis of quality assurance plans, and analysis of technical information
provided at procurement stage
► Review of licenses and certificates of the project participants

Administration of contracts with General Designer (GD) , General
contractor (GC) and consultants

PMCM consultant administration of project contracts in respect to
Works performance required for project completion, and payments (based
on established policies and procedures)

The PMCM consultant performs Project procurement and tenders

management , and leads negotiations
The PMCM consultant is responsible for developing of the detailed
procurement strategy for the project and provides recommendations for
Specific procurement routes.

► Preparation of the detailed procurement strategy (to be approved by
Client) for the specific project needs, with consideration to the project
complexity, market conditions, and special economic aspects
► Elaboration of tender schedule, control of tender procedures
implementation (Tender Event Schedule). If necessary, or in case of
Client request, tender schedule updates at all project stages
► Organization of pre-qualifying procedures in accordance with the
Tenders Regulations. Elaboration of participant short list.

Management of Technical Supervisor Services in

accordance with legislation of RF

► Preparation of schedules of works and cost control check lists,
administration of construction contract with General Contractor,
supervising the construction works and co-coordinating activities of
various project team members

following management systems and procedures:
► Elaboration of construction site hand-over procedures, including
existing buildings and facilities on site
► Coordination and control of construction work conditions

Health and safety management

► Development of measures to ensure compliance with safety norms of the
UAE, and Contractor’s work safety, health safety and
environment protection (HSE) standards
► Implementation of “Incident and Injury Free” (IIF) policy on site
► Health and safety coordination meetings
► Health and safety audits and reports on audit results
► Monitoring of Contractors’ adherence to Project Health & Safety plan in
respect to:
► Assurance of construction site arrangements
► Enforcement of site safety arrangements
► Maintenance of proper site conditions
